{"id":46,"date":"2022-07-07T09:52:39","date_gmt":"2022-07-07T09:52:39","guid":{"rendered":"https:\/\/zakra-digital-diary.sites.qsandbox.com\/?p=46"},"modified":"2025-03-29T13:35:50","modified_gmt":"2025-03-29T13:35:50","slug":"what-standards-india-should-follow-on-electrical-safety","status":"publish","type":"post","link":"https:\/\/www.nfees.org\/blog\/what-standards-india-should-follow-on-electrical-safety\/","title":{"rendered":"What Standards India should follow on Electrical Safety"},"content":{"rendered":"\r\n<p style=\"text-align: justify;\">Updated:\u00a0Jul 9, 2022<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-foo\" style=\"text-align: justify;\">The blog explains how the regulations and the standards work in cooperation to ensure its intended purpose, starting with a comparison of current and the upcoming draft regulations.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-df276\" style=\"text-align: justify;\">A typical example of misuse of various standards in a large-scale Metro Rail Project is included in another blog.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-enkc\" style=\"text-align: justify;\"><strong>In <\/strong><a href=\"https:\/\/cea.nic.in\/wp-content\/uploads\/regulations_cpt\/2020\/08\/regulation_elec_safety.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><u>Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010<\/u><\/strong><\/a><strong>,<\/strong><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-f3j74\" style=\"text-align: justify;\">Regulation 12 (2)<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-ajio8\" style=\"text-align: justify;\">\u201cSave as otherwise provided in these regulations, the relevant code of practice of the Bureau of Indian Standards or National Electrical Code, if any, may be followed to carry out the purposes of this regulation and in the event of any inconsistency, the provisions of these regulations shall prevail\u201d.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-cfbu9\" style=\"text-align: justify;\">Regulation 12 (3)<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-cracr\" style=\"text-align: justify;\">The material and apparatus used shall conform to the relevant specifications of the Bureau of Indian Standards or International Electro-Technical Commission where such specifications have already been laid down.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-2tg8i\" style=\"text-align: justify;\"><strong>Proposal in <\/strong><a href=\"https:\/\/cea.nic.in\/wp-content\/uploads\/regulations_cpt\/2022\/06\/Draft_Safety_Regulations_2022_for_public_comments.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><u>the new draft 2022<\/u><\/strong><\/a><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-66tv9\" style=\"text-align: justify;\">Regulation 14 (2)<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-1rh13\" style=\"text-align: justify;\">Save as otherwise provided in these regulations, the relevant Indian Standards or National Electrical Code or National building code, shall be followed to carry out the purposes of these regulations and where relevant Indian Standards are not available, International Standard shall be followed and in the event of any inconsistency, the provisions of these regulations shall prevail.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-5t799\" style=\"text-align: justify;\">Regulation 14 (3)<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-96f85\" style=\"text-align: justify;\">The material and apparatus used shall conform to the relevant specifications of the Indian Standards or National Electrical Code or International Standards where relevant Indian Standards are not available.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-ajpa4\" style=\"text-align: justify;\">Regulation 2. Definitions<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-v35v\" style=\"text-align: justify;\">(49) International Standard\u201d means IEC\/IEEE\/EN standard unless otherwise stated<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-39ami\" style=\"text-align: justify;\">To understand the method adopted that the technical regulations, standards, and conformity assessment procedures are non-discriminatory and do not create unnecessary obstacles to trade, the following policies of Govt of India is useful. India is a signatory to WTO\/ TBT agreements.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-f5ajk\" style=\"text-align: justify;\"><strong>India, TBT agreements and ISO\/IEC\/ITU as international standards<\/strong><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-416l8\" style=\"text-align: justify;\">Note: TBT is Technical Barriers to Trade<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-ao2id\" style=\"text-align: justify;\">The Technical Barriers to Trade (TBT) Agreement aims to ensure that technical regulations, standards, and conformity assessment procedures are non-discriminatory and do not create unnecessary obstacles to trade. At the same time, it recognises WTO members\u2019 right to implement measures to achieve legitimate policy objectives, such as the protection of human health and safety, or protection of the environment. The TBT Agreement strongly encourages members to base their measures on international standards as a means to facilitate trade. As a result, the regulation will provide an easy access to EN\/IEEE standards in the electrical engineering market in India. This will lead to misuse, misinterpretation of the required safety measures by the engineer and create discriminatory support to manufacturers in trade and services, resulting in the violation of the government policy and fair-trade practice. (refer annex below for a classic example in a metro rail tender).<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-90hmo\" style=\"text-align: justify;\"><strong>Conclusion:<\/strong><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-3a0r5\" style=\"text-align: justify;\"><strong>The regulation shall allow only ISO\/IEC\/ITU as international standards, which is in line with the policy of Govt of India.
