Compliance to all known and recognized national\/international practices are violated.<\/strong><\/span><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-d55ak\" style=\"text-align: justify;\">One classic example is the use of Earthing in metro rail projects. The following case study is from Chennai Metro Rail (source &#8211; tender documents) designed by M\/S SYSTRA RAIL.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-4172f\" style=\"text-align: justify;\"><strong>Tender specification<\/strong><\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image\" style=\"text-align: justify;\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-1791\" src=\"https:\/\/www.nfees.org\/blog\/wp-content\/uploads\/2022\/07\/mm1.webp\" alt=\"\" width=\"925\" height=\"661\" srcset=\"https:\/\/www.nfees.org\/blog\/wp-content\/uploads\/2022\/07\/mm1.webp 925w, https:\/\/www.nfees.org\/blog\/wp-content\/uploads\/2022\/07\/mm1-300x214.webp 300w, https:\/\/www.nfees.org\/blog\/wp-content\/uploads\/2022\/07\/mm1-768x549.webp 768w\" sizes=\"(max-width: 925px) 100vw, 925px\" \/><\/figure>\r\n\r\n\r\n\r\n<p id=\"viewer-f3pho\" style=\"text-align: justify;\"><strong>The propaganda by software companies who promote IEEE80 are the main reason for such foolish, unreliable and completely non-compliant solution used in these metro railway projects.<\/strong> <span style=\"color: #ff9900;\"><em>(Sorry to use these harsh words as there are no better words to explain this illogical and nonscientific idea, insisted by a world-renowned consultant for Chennai metro rail)<\/em><\/span>. Two large sized earth mats are constructed under the metro railway station, one for LV electrical system and another for clean earth.<\/p>\r\n\r\n\r\n\r\n<p style=\"text-align: justify;\"><span style=\"color: #ff9900;\"><em>Note: GPR is Ground Potential Raise, means the voltage between the faulty place and remote earth.<\/em><\/span><\/p>\r\n\r\n\r\n\r\n\r\n<hr \/>\r\n<p id=\"viewer-808ml\" style=\"text-align: justify;\">The system recommended in the tender not only meet the Indian standards, but all standards mentioned in the tender. Not an IEEE standard or a recommended practice.<\/li>\r\n\r\n\r\n\r\n<li>IEEE Guides are documents in which alternative approaches to good practice are suggested but no clear-cut recommendations are made.<\/li>\r\n\r\n\r\n\r\n<li>Definition of substation in USA is different than what we generally use in India.<\/li>\r\n\r\n\r\n\r\n<li>IEEE 80 is educated as the Holy solution for all earthing problems in India, irrespective of the operating voltage, which leads to big mistakes in projects of national interest.<\/li>\r\n<\/ol>\r\n\r\n\r\n\r\n<p id=\"viewer-5isq2\" style=\"text-align: justify;\"><span style=\"color: #ff9900;\"><em>For more information on various IEEE documents read<\/em><\/span> <a href=\"https:\/\/standards.ieee.org\/about\/policies\/opman\/sect1\/\" target=\"_blank\" rel=\"noreferrer noopener\">IEEE SA &#8211; Standards Board Operations Manual \u2013 Clause 1<\/a><\/p>\r\n<hr \/>\r\n\r\n\r\n<p id=\"viewer-365f5\" style=\"text-align: justify;\"><span style=\"color: #ff9900;\"><strong>As a result, these software companies are spoiling the reputation of IEEE 80.<\/strong><\/span><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-ck1q9\" style=\"text-align: justify;\">Some highlights from specification are as below,<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-anjou\" style=\"text-align: justify;\">1. A grid as per IEEE 80 is constructed underground and is used for Low Voltage application.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-dqbdi\" style=\"text-align: justify;\"><span style=\"color: #ff9900;\">Comment: This is ridiculous.<\/span><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-3up0m\" style=\"text-align: justify;\">2. The soil resistivity mentioned is 30 \u03a9M. The earth electrodes are to be encased with earth enhancement material of 0.12 \u03a9M.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-dd9ju\" style=\"text-align: justify;\"><span style=\"color: #ff9900;\">Comment: This enhancement material only increases the corrosion of the electrode. 30 \u03a9M itself is a low resistivity and is of highly corrosive in nature.<\/span><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-kvv0\" style=\"text-align: justify;\">3. The drawings show the conventional \u201c<strong>TWO FOR NEUTRAL, TWO FOR BODY<\/strong>\u201d. This is either due to the unawareness of the designer or favoring some vendors.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-14gdd\" style=\"text-align: justify;\"><span style=\"color: #ff9900;\">Comment: The designer not only violate the standards mentioned in the tender but provide a wrong and bad impression about the standards and regulations of India.<\/span><\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-fu60c\" style=\"text-align: justify;\">Unfortunately, such wrong tender specifications once created will be followed in several projects, for decades without any scrutiny. This system once installed underground cannot be rectified again, which means the metro rail shall live with this junk for its lifetime. These installations survive due to mere luck rather than reliability.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-f2vs0\" style=\"text-align: justify;\">As the first corrective step, all designers shall strictly follow IS standards, if not IEC standards as recommended in the current CEA safety regulations.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-2usc3\" style=\"text-align: justify;\"><span style=\"color: #ff9900;\"><strong>The above referred tender specification is a complete violation of safety regulations of Govt of India. Government shall have some mechanism to penalize the designers of these wrong designs and get compensation from them. Remember similar design is followed in several projects.<\/strong><\/span><\/p>\r\n<hr \/>\r\n\r\n\r\n<p id=\"viewer-65a0g\" style=\"text-align: justify;\">Indian standard IS 732 is based on IEC 60364. Unfortunately, in 99 % of industrial and commercial Low Voltage installations in India, the word <strong>electrical safety<\/strong> exists only in paper, <strong>More than 75 % electrical safety written rules in IS732 standards are unknown to the industry<\/strong>.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-bvjcm\" style=\"text-align: justify;\">Remember in USA, NEC (NFPA70) is mandatorily followed as a fundamental requirement.<\/p>\r\n\r\n\r\n\r\n<p id=\"viewer-9fclf\" style=\"text-align: justify;\">However, in India the propogandists, educate only the areas which is of their interest.
