Introduction<\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block5\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-e7j5l\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block6\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-7glvo\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">This article explains the violations and nonstandard arrangements from the established Electrical safety provisions of the CEA Regulations, Codes, and Standards, jeopardising the safety of the public from electrical hazards, especially, in lift installations.<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block7\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-3rjlf\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block8\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-4hilg\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">BIS published the new IS standard IS17900: Lifts for Transport of Persons and Goods. The new standards part 1 and 2 together supersedes IS 14665 (Part 1), IS 14665 (Part 2\/Sec 1), IS 14665 (Part 3\/Sec 1), IS 14665 (Part 4\/Sec 1 to 9), IS 14671 and IS 15785. <\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block9\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-ejd96\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block10\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-3pmf9\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">IS17900 is based on ISO 8100, Lifts for the transport of persons and goods. Part 1 of the standard is on Safety rules for the construction and installation of passenger and goods passenger lifts. <\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block11\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-4sls0\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block12\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-rdg3\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">IS17900-1 requires compliance with IS732 for protection against electric shock and thermal effects (<em>ref clause 5.10.1.1.6, 5.10.1.2.1, 5.10.1.3, 5.10.9 &amp; 6.3.2<\/em>) <\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block13\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-8de0a\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block14\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-f9mk0\" class=\"wyQnS _92a4z Ke2y0 aey9d\" dir=\"auto\"><span class=\"UfL7-\">In general, the new IS17900 is going to have an impact in the construction industry.<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block15\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-3vg21\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block16\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-4euq6\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Any violations could seriously affect the safety of passengers, reliability of the electrical and electronic devices in the lift as well as reliability of the other parts of the electrical installation in the building premises. Mistakes in old Standards<\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block21\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-eo5gp\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block22\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-efhpg\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">There were few mistakes and wrong requirements in the earlier standards of lifts (IS14655 series which is superseded now), which created large scale confusion in the construction industry in India and resulted in the violation of basic electrical safety measures. The confusions is due to the following clauses in the earlier standards.<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block23\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-b2ig4\" class=\"_3pLto\">\n<div class=\"ejWuE zc6hD\">\n<div class=\"_48x3x\">\n<table class=\"_340dN\" data-hook=\"table-component\">\n<colgroup>\n<col \/><\/colgroup>\n<tbody>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-hwbfq0ono\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u200bIS14665 Amendment no 1 to (part2\/sec1):2000 cl. 8.4.4.7: \u201cthere shall be separate earth pit for lift\u201d. <\/span><\/p>\n<div id=\"viewer-9vleq\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-8b7kt\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">IS 14665 (Part 5):1999 Table 4 Inspection of Lift from Machine Room. SL no 15 \u201cThe earthing arrangement shall be proper, and the electrical contractor\/owner shall ensure that earth resistance shall not exceed one ohm as per Indian Electricity Rules\u201d.<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div data-hook=\"rcv-block24\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-62eks\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Due to the misleading clauses in IS14665, each lift is connected to two separate earth pits. The state government departments, while implementing Lift rules insist on the compliance with IS14665. Over a period, these mistakes became an industry practice, resulting complete violation of electrical safety requirements across India, in almost all installations. Users were unnecessarily carrying out research to reduce the earth electrode resistance to less than one ohm and wrongly believe that every failure in lift installation is due to higher earth electrode resistance.<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block25\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-bvrou\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block26\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-6u77s\" class=\"_3pLto\">\n<div class=\"ejWuE zc6hD\">\n<div class=\"_48x3x\">\n<table class=\"_340dN\" data-hook=\"table-component\">\n<colgroup>\n<col \/><\/colgroup>\n<tbody>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-u3sxqdro1\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u200bNote: <\/span><\/p>\n<p id=\"viewer-bhsh7\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">This article does not consider the clauses 6.2.2 and 6.2.4 in NBC 2016.<\/span><\/p>\n<p id=\"viewer-dnrla\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Clause 6.2.2 is not specific about fault protection or additional protection.<\/span><\/p>\n<p id=\"viewer-ejr6v\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">Clause 6.2.4 is misinterpreted from IS3043 (even though it refer to IS3043). <\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-vbm382v92\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u200bPART 8 BUILDING SERVICES: Section 5 Installation of Lifts, Escalators and Moving Walks:<\/span><\/p>\n<p id=\"viewer-d5rr\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">5A Lifts<\/span><\/p>\n<div id=\"viewer-f1eou\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<p id=\"viewer-di8jo\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">6.2.2 Residual Current Device: Residual current device (RCD), if provided, right type and sensitivity shall be selected. The RCD shall, <\/span><\/p>\n<ol class=\"cz3gJ kuIFz\">\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-ftlb1\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">have 10 times the maximum leakage current (300 mA maximum) as tripping current and be suitable for frequency converters with a 3-phase supply.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-88o89\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\"> be sensitive for sinusoidal currents up to l000 Hz, insensitive for currents more than 1000 Hz.<\/span><\/p>\n<\/li>\n<\/ol>\n<p id=\"viewer-drud6\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">NOTE \u2014 This kind of RCDs are generally classified as \u2018Type B\u2019.<\/span><\/p>\n<div id=\"viewer-674hi\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<p id=\"viewer-77irb\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">Three-phase power supply for the lift should never be protected with a 30mA residual current device (RCD). The 30 mA RCD trips easily when the lift starts to drive and prevents the lift to run. If the construction-time power supply is for some reason protected with a 30mA residual current device (RCD), suitably sized isolation transformer needs to be provided by the electrical contractor<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-3t2dicxnt\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u200bPART 8 BUILDING SERVICES: Section 5 Installation of Lifts, Escalators and Moving Walks:<\/span><\/p>\n<p id=\"viewer-2p3s0\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">5A Lifts<\/span><\/p>\n<div id=\"viewer-3uqpu\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<p id=\"viewer-dgkec\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">6.2.4 Earthing<\/span><\/p>\n<p id=\"viewer-fe5fi\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">There shall be separate exclusive earth pit for the lift or a group of lifts or the same shall be connected to equipotential bonding system. There shall be two separate and distinct earth conductors provided from the earth pit to the machine room as per good practice [IS3043]. The cross-sectional area of copper earthing conductor shall be not smaller than half that of the largest current-carrying conductor subject to an upper limit of 65 mm2. <\/span><\/p>\n<div id=\"viewer-4on4h\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<p id=\"viewer-6ps8d\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">In case of buildings having earthing through earth mats or earth grids, it is permissible to earth the lift equipment with separate conductors from these earth mats\/grids. Separate earth pits shall not be a requirement in this case.<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div data-hook=\"rcv-block27\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-adlcf\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block28\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-dml9h\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\"><strong>3. Measures prescribed in IS3043: Code of Practice for Earthing<\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block29\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-bm6fa\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block30\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-aq3im\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">The following clause from IS3043: 2018 helps to understand the subject in a simple way.<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block31\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-1oghi\" class=\"_3pLto\">\n<div class=\"ejWuE zc6hD\">\n<div class=\"_48x3x\">\n<table class=\"_340dN\" data-hook=\"table-component\">\n<colgroup>\n<col \/><\/colgroup>\n<tbody>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-ig9npm3x5\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Clause 23.1 Basic Purpose of Earth Fault Protection<\/span><\/p>\n<div id=\"viewer-d60or\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<p id=\"viewer-algg0\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">The earth fault loop impedance has to be low enough to allow adequate earth fault current to flow to cause an overcurrent protective device (for example, a fuse or circuit breaker) in the faulty circuit to operate in a sufficiently short time.<\/span><\/p>\n<p id=\"viewer-eid21\" class=\"wyQnS _92a4z Ke2y0 aey9d\" dir=\"auto\"><span class=\"UfL7-\">or<\/span><\/p>\n<p id=\"viewer-6vd6k\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">Where it is not possible to achieve a low enough earth fault loop impedance, disconnection may be initiated by fitting a residual current device (RCD) of 30 mA rating as specified in IS 732.<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div data-hook=\"rcv-block32\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-fupem\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Hence using RCD\u2019s with residual operating current &gt; 30 mA, is mandatory in case of a \u201cfailure of fault protection by OCPD\u201d as an earth fault protective measure. <\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block33\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-39qgp\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\"><strong>4. Measures prescribed in CEA regulations 2023<\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block34\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-aovbr\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block35\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-2k18g\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Further the following mandatory requirements of the National Electrical Safety Regulation of Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulations 2023 must be fulfilled,<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block36\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-dh528\" class=\"_3pLto\">\n<div class=\"ejWuE zc6hD\">\n<div class=\"_48x3x\">\n<table class=\"_340dN\" data-hook=\"table-component\">\n<colgroup>\n<col \/><\/colgroup>\n<tbody>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-xfpc00wyw\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u200b<strong>Regulation 43. Connection with earth <\/strong><\/span><\/p>\n<div id=\"viewer-bs5pn\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-7h7c8\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">(ix) All earthing systems shall, &#8211; (b) have earth fault loop impedance sufficiently low to permit adequate fault current for the operation of protective device within the time stipulated in the relevant standards.<\/span><\/p>\n<div id=\"viewer-cpa9h\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<p id=\"viewer-8bshf\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">(xi) earth fault loop impedance shall be tested to ensure the automatic operation of the protective device and a record of every earth test made and the result thereof shall be kept by the supplier for a period of not less than two years after the day of testing and shall be available to the Electrical Inspector when required.<\/span><\/p>\n<div id=\"viewer-al8qs\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-auc9n\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">(xii) earth fault loop impedance of each circuit shall be limited to a value determined by the type and current rating of the protective device used such that, on the occurrence of an earth fault, disconnection of the supply shall occur before the prospective touch voltage reaches a harmful value.<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div data-hook=\"rcv-block37\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-1617t\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\"><strong>5. The new and modern requirements prescribed for lifts and escalators.<\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block38\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-dp8ut\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block39\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-87fdh\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">The following provisions are already prescribed in the standards but mostly misunderstood:<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block40\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-1f3e8\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block41\"><\/div>\n<div data-breakout=\"normal\">\n<ol class=\"cz3gJ kuIFz\">\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-euhgs\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Clause 5.10.9 of IS 17900 (Part 1): 2022 recommends making protective earthing as per IS732, clause 4.2.11.3.1.1.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-2vkcn\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">It should also be observed that the circuit protective device should clear the overcurrent in a disconnection time of the of less than 0.4 second as prescribed in Table 1 of IS732. <\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-8357m\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Selection of wiring system and method of Installation as per cl 5.3, 5.4, 5.5.1 to 3 and Table-2 of IS 732.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-a85be\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Coordination between circuit protection device, design load current, and current rating of cable (after derating as per Cl.4.6.2.3 under Section 12, Part 1 of NEC, and Cl. 4.4.5.5.2 and Table 3 of IS 732) as per Cl.4.5.1 under Section 12, Part 1 of NEC. <\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-belb1\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Compliance of non-trip conditions of the circuit protective devices for inrush current during starting as per Table 7 of IS\/IEC 60898. <\/span><\/p>\n<\/li>\n<\/ol>\n<\/div>\n<div data-hook=\"rcv-block42\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-3pf55\" class=\"_3pLto\">\n<div class=\"ejWuE zc6hD\">\n<div class=\"_48x3x\">\n<table class=\"_340dN\" data-hook=\"table-component\">\n<colgroup>\n<col \/><\/colgroup>\n<tbody>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-9jkefrmrt\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u200bIS 732:2019, Clause 4.2.11.3.1.1 Protective earthing<\/span><\/p>\n<div id=\"viewer-6e7fl\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-cks4g\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">Exposed conductive parts shall be connected to a protective conductor under the specific conditions for each type of system earthing as specified in 4.2.11.4 to 4.2.11.6.<\/span><\/p>\n<div id=\"viewer-59vpo\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-hdn2\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">Simultaneously accessible exposed conductive parts shall be connected to the same earthing system individually, in groups or collectively. Conductors for protective earthing shall comply with 5.4 and IS 3043.<\/span><\/p>\n<div id=\"viewer-3s55g\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<p id=\"viewer-1163q\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">Each circuit shall have available a protective conductor connected to the relevant earthing terminal.<\/span><\/p>\n<div id=\"viewer-799d6\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-f4s3j\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">Note: 4.2.11.4, 4.2.11.5 and 4.2.11.6 explains TN system, TT system and IT system respectively.<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div data-hook=\"rcv-block43\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-ai12k\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">The above non-compliance makes the installation unsafe due to improper operation or failure of the protective devices to trip during a fault.<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block44\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-d0dtd\" class=\"_3pLto\">\n<div class=\"ejWuE zc6hD\">\n<div class=\"_48x3x\">\n<table class=\"_340dN\" data-hook=\"table-component\">\n<colgroup>\n<col \/><\/colgroup>\n<tbody>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-0adlvy0rs\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u200bNote: Readers are also requested to understand the concept of Basic protection, Fault protection and Additional protection explained in IS732 to understand the subject.<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-3zhcmr7a8\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u200bIS 17900 (Part 1): 2022 clause 5.10.1.2 Protection against electric shock,<\/span><\/p>\n<div id=\"viewer-8oja9\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-2kflg\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">5.10.1.2.1 General<\/span><\/p>\n<p id=\"viewer-79h2v\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">The protective measures shall comply with the provisions defined by IS 732.<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-fcvn58i7y\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u200bIS 17900 (Part 1): 2022 clause 5.10.1.2.3 Additional protection,<\/span><\/p>\n<div id=\"viewer-frhll\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-e8hsp\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Additional protection by means of a residual current protective device (RCD) with a rated residual operating current not exceeding 30 mA shall be provided for: <\/span><\/p>\n<p id=\"viewer-1hp\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">a) socket outlets depending on the circuit(s) according to 5.10.1.1.1 b) and 5.10.1.1.1 c); <\/span><\/p>\n<p id=\"viewer-egkqp\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">b) control circuits for landing controls and indicators and the safety chain with voltage higher than 50 V AC; <\/span><\/p>\n<p id=\"viewer-eaevs\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">circuits on the lift car with voltage higher than 50 V AC.<\/span><\/p>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div data-hook=\"rcv-block45\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-6jbmq\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\"><strong>6. Existing Method of Installation:<\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block46\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-21p7r\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block47\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-agsf5\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">The currently followed method of connecting exposed conductive parts of lift (say lift earthing) to separate and independent earth electrodes (sometimes interconnected under soil) is a mistake and a violation of basic electrical safety requirements. This wrong method could lead to the deterioration of electrical system, serious electrical accidents and failure of electrical and electronic system and could ignite a fire.<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block48\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-e2u17\" class=\"_3pLto\">\n<div class=\"ejWuE zc6hD\">\n<div class=\"_48x3x\">\n<table class=\"_340dN\" data-hook=\"table-component\">\n<colgroup>\n<col \/><\/colgroup>\n<tbody>\n<tr>\n<td class=\"xNK4s\" data-hook=\"table-plugin-cell\">\n<div class=\"TkbO5 aFmz-\">\n<p id=\"viewer-uiiub7a0e\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u200bExample of a safety issue: <\/span><\/p>\n<div id=\"viewer-sofm\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<p id=\"viewer-d3m2a\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">As a result of connecting exposed conductive parts of lift to a separate earth electrode, that part of the electrical installation becomes TT. Fault protection by OCPD &amp; Protective equipotential bonding and automatic disconnection of supply is compromised. Hence 30 mA RCD at the lift panel becomes mandatory as recommended in IS732.<\/span><\/p>\n<div id=\"viewer-7mn7m\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">\u00a0<\/span><\/div>\n<p id=\"viewer-abhn2\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Note: <\/span><\/p>\n<ul class=\"bBxGW kuIFz\">\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-dccku\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"\"><span class=\"UfL7-\">Lifts use 3 phase VFD\u2019s, hence \u201cTYPE B\u201d RCD is a requirement. <\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-dqaju\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Due to the inherent leakage currents from the VFD\u2019s, the 30 mA RCD will make \u201cnuisance trip\u201d.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-6i45q\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Leakage currents in some lift panels are often higher than 500 mA, making them highly dangerous w.r.t shock and arching.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div data-hook=\"rcv-block49\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-4tloq\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\"><strong>7. Recommendation to the stakeholders for safe Lift Installation <\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block60\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-40pbf\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\">\u00a0<\/span><\/div>\n<\/div>\n<div data-hook=\"rcv-block61\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-eag0v\" class=\"wyQnS _92a4z kuIFz aey9d\" dir=\"auto\"><span class=\"UfL7-\"><strong>A. LIFT MANUFACTURER<\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block62\"><\/div>\n<div data-breakout=\"normal\">\n<ol class=\"cz3gJ kuIFz\">\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-fc78s\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Ensure that the installation is in accordance with IS17900-1. Further information can be found in National Electrical Code of India Part 1 section 18.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-7f6dn\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Engineers are to be trained to carry out the installation as recommended in IS17900.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-am6d0\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Educate engineers about TN\/TT system and the dangers and reliability issues of making mistakes.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-7ku0l\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Ensure that the Leakage currents are less than 10 mA as recommended in the standard. Additional safety measures as per clause 5.4.3.6 of IS732 shall be implemented in case of higher leakage currents.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-engnf\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Provide testing instruments such as fault loop impedance and RCD testes to installation engineers and train them to carry out the tests as recommended in IS17900.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-bj4mc\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Make these tests while running in mains power and in DG.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-c4epj\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Conduct periodic tests at least once in a year, additionally measure leakage currents as well.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-esa8d\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Highrise buildings with own transformer and DG: Wrong system earthing is being followed in many buildings (<em>wrong TT system with every exposed part connected to earth electrode \/ Neutral separately connected to earth electrode \/ TT system is often thought as TN-S<\/em>). This is a violation of NEC and the CEA regulation. The subject need to be discussed with the builder and make a proper TN-S or TNC-S system.<\/span><\/p>\n<\/li>\n<\/ol>\n<\/div>\n<div data-hook=\"rcv-block63\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-14bfh\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\">Note: Violation by DISCOM in buildings with LV supply: The lift installer will face challenges due to high fault loop impedance due to noncompliance of CEA regulation 16, 17, 18 43(ii) &amp; 74 by the DISCOM. The subject need to be discussed with DISCOM and ensure that they make the supply as TN in compliance to CEA regulations 2023. LIFT AUTHORITY<\/strong><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block66\"><\/div>\n<div data-breakout=\"normal\">\n<ol class=\"cz3gJ kuIFz\">\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-7fo9d\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Demanding separate earth pits for lift is a violation of CEA regulations 2023.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-f9pju\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Ensure that the lift installer submit the test reports as mentioned in IS17900-1 during initial \/ periodic licensing.<\/span><\/p>\n<\/li>\n<\/ol>\n<\/div>\n<div data-hook=\"rcv-block67\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-el48c\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\"><strong>C. BUILDERS<\/strong> <\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block68\"><\/div>\n<div data-breakout=\"normal\">\n<ol class=\"cz3gJ kuIFz\">\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-e3oin\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">Demanding and connecting lifts to separate earth pits is WRONG. For high rise buildings make a supplementary protective equipotential bonding at the lift room. (refer part 1 section 18 of NEC 2023).<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-52ipk\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">If any lift manufacturer demand as above (sl. no. 1), note that they are not technically competent to carry out this work, better to avoid using products manufactured \/ maintained by a non-competent company \/ person.<\/span><\/p>\n<\/li>\n<li class=\"_3CGqW\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-4lc1d\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"\"><span class=\"UfL7- KSJjC\">If any DISCOM \/ Authority demand as above (sl. no. 1), inform them that they are violating the CEA regulations, they shall be held responsible in case of accidents and failure of electronics in lifts.<\/span><\/p>\n<\/li>\n<\/ol>\n<\/div>\n<div data-hook=\"rcv-block69\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-i5b2\" class=\"wyQnS _92a4z KSJjC aey9d\" dir=\"auto\"><span class=\"UfL7- KSJjC\"><strong>10.
